HOWARD, JOSEPH J., 93, of Montpelier, died on July 9 at Central Vermont Medical Center. He was born on Dec. 3, 1919, in Montpelier, the son of William and Catherine Buchanan. He was the youngest of 17 children. He attended Montpelier schools and graduated from Montpelier High School in 1939. On June 19, 1945, he married Virginia Kimball at Christ Church in Montpelier. He worked for several departments with the state of Vermont, including Public Records, Public Safety, State Library and the Department of Agriculture.
Primarily, he worked with record keeping but also mapping, including aerial mapping during the construction of Interstate 89. Clubs and memberships included the Montpelier Elks Club, Christ Episcopal Church, Berlin Historical Society and the Vermont State Employees Retirees. Survivors include his wife of 68 years, Virginia Howard; daughter, Jeanne Kennedy, of South Burlington; two sons, Jeffrey Howard, of Montpelier, and Bruce Howard, of Rutland; eight grandchildren; two step-granddaughters. He was predeceased by 17 siblings.
